Consumer Attitudes and International Implications

Background
Could a major change be coming to wine labels? We think so.
In 2007, the TTB issued a rulemaking proposal that would have required the disclosure of health related information on all beverage alcohol labels. After receiving comments from the industry and the public, the TTB issued a temporary ruling, saying beverage alcohol producers are allowed to voluntarily list health related information. Technically, the TTB never fully closed the rulemaking on nutritional labeling.
Current Issue: In October 2022, the Center for Science in the Public Interest (CSPI) sued the Treasury Department to compel them to close rulemaking on nutritional labeling and ingredients. The TTB responded to CSPI and informed them they planned on issuing a new rulemaking “within a year”. Additionally, Congress has mandated (as included in the FY 2023 Omnibus Appropriations Bill) an update from TTB on the status of the rulemaking by the end of April. WineAmerica expects the first new notice of proposed rulemaking sometime in the first half of 2023.

Speakers
Bennett Caplan, head of the FIVS Secretariat in Washington, DC will speak on the importance of the EU situation, both as a harbinger of possible actions in the US, and the effects of EU policies on wineries exporting to that market.
Dale Stratton, President, and Research Director, Christian Miller, will be presenting the results of their research project on how the consumer views the use of Nutritional and Ingredient labeling on wine. Their research looked at consumer desire for these labels compared to other Beverage Alcohol categories and food products in general.
